VATICAN CITY – Pope Leo XIV is signaling a shift in how the Catholic church will be governed, saying he plans to bring the world’s cardinals together every year.

At his first consistory recently, Leo asked cardinals to return to Rome for regular three to four day sessions.

The move is aimed at consulting the church’s top leaders more collectively.

The decision comes after complaints that his predecessor governed too independently.

Cardinals say the new pope is clearly responding to those concerns.
