KENYA – The high court in Kenya has halted government’s plan to deploy police to fight gangs in Haiti.

The judge ruled the deployment illegal, saying the National Security Council lacks authority to send police outside Kenya.

Last year, Kenya volunteered to lead a multinational force in Haiti, but the judge emphasized that Kenyan law only permits police deployment with a reciprocal agreement. Both The Bahamas and Jamaica have pledge to send troops.

The government says it plans to appeal.
