U.S. VIRGIN ISLANDS – Commissioner Ray Martinez is describing the fatal shooting of Detective Delberth Phipps as a callous and cowardly act.

Phipps, a seven-year police veteran, was shot while he and another officer were responding to a report that a heavily armed man was seen walking in an area known as “Jah Yard”.

Phipps and his colleague engaged the suspect, who was identified as 50-year-old Richardson Dangleben. He allegedly shot at them with a high-powered assault rifle.

Fighting back tears, Martinez took the territory’s judicial system to task saying Phipps may have been alive today had the court done its job.
