In his address at the G77+China Summit in Havana Cuba, Davis pressed the issue of blacklisting.

Speaking to the unfair impacts of blacklisting by the organization for economic cooperation and development and the European Union on countries of the global south, Davis acknowledged the challenges encountered by nations like the Bahamas.

For too long, the international tax system mostly influenced by organizations like the OECD has been criticized for favoring wealthier, developed nations.

Davis doubled down demanding the need for equal treatment.
