HAITI – Haitian police have arrested former legislator Prophane Victor, long accused of arming gangs in the Artibonite region and sanctioned by the U.S. and Canada for alleged human rights abuses.

Victor, who was taken into custody Sunday in Port-Au-Prince, has been linked to the Gran Grif gang, the largest in Artibonite, which he allegedly armed to secure his 2016 election.

The gang has since been accused of mass killings, including an October massacre in Pont-Sonde.
