We Need to Reduce the Rate of Recidivism

The Minister of National Security, Wayne Munroe, addressing the rate of recidivism, which is the rate of convicted persons reoffending. Munroe says that while it stands at 18 percent, the goal is to reduce it to eight percent by the end of the year.
